This work explores state building and the processes by which supporting state bureaucratic organizations aided the state building effort in Republican China between 1927 and 1940. It suggests that in hostile environments profoundly non-congenial to state building efforts, it is the state organizations that stand the best chance of becoming well institutionalized. This book details the administrative histories and institution-building strategies of three organizations in Republican China dealing with the national civil service, taxation, and foreign affairs.

著者简介

Julia C. Strauss received a BA in Chinese Language and European History from Connecticut College (1983) and both an MA and PhD from the Department of Political Science at the University of California, Berkeley (1984, 1991). She moved to the Department of Political and International Studies at the School of Oriental and African Studies (SOAS), University of London in 1994. She served as Editor of The China Quarterly from 2002-2011 and was promoted to Professor in 2013. She offers courses in Chinese politics and comparative political sociology.

没有真的进入机构日常运作的层面，所以整本书基本是浮在表面地给出一些定性的结论，却没有太多证据支撑。

和作者演讲问题一贯，充满诡异铺垫、结构混乱，塞很多东西、很多有趣点但缺少锐利触觉与明确指向。其实全本就谈民国，偏扯淡欧洲大历史还拉上亚非拉各国闹大新闻。组织行为与决策学，人员职业/专业化、目标可实现且明确、实践过程中的表现，以及在写作中逐步发掘的如何既将自身运作与人员选拔同高度政治化充满权力与派系斗争的外部环境隔开，又充分利用权力与派系缝隙达成组织目标的能力，盐务稽核所挟洋自重、收税要精确计算，做得最好，外交部虽深陷派系斗争与恩庇关系塞人之苦但业务较为专业化、建国与抗战时期作用又打，也尚可图；考试院最努力搞专业化与制度化，但作为高层部门深陷KMT与国民政府党政关系之争，成效反而最小。如此中层专门部门与高层部门对比，组织自己画圈和高层指令制度建设对比是最有深入价值部分，结尾应该放开头才对啊。

Julia Strauss着墨于strong institutions, 故或给此前几位友邻以只见树木，不见森林之感。然细致勾勒“树木”并强调“树木”因何生长不同之作，在民国史研究中仍属少见，颇似Carpenter大作的中国版。通过对考试院、盐务稽核所、财政部、外交部的对比，Strauss指出国府中的部门需要靠绩效赎买其独立性（由此方可推动内部人员职业化），而绩效的取得则进一步依赖于其行政目标是否清晰且可实现。三分略严苛了，四星还是有的。

肤浅
