In Athenian democracy, effective government was achieved by a balance between open public debate and the role of individual decisive statesmen, such as Pericles. This brought peace and prosperity, if only shortlived and, McGregor asserts, contributed to the extraordinary cultural ascendancy of fifth-century Athens.
