This volume， part journal and part commonplace book， seeks<br >to describe certain ideas and events that contributed to the recent<br >emergence of human rights as an issue of American foreign policy.<br >It will， 1 hope， be of some historical interest， but my purpose in<br >writing， as will be evident from the form I have chosen， is to set<br >forth some of the arguments upon which this initiative was based.<br >Unless these are better understood--and perfected， and im-<br >proved it is not likely the initiative will be sustained.
