國際金融危機對我國經濟發展方式的衝擊，要求中國在與世界的再平衡過程中把以齣口導嚮為特徵的第一波經濟全球化，轉變為以擴大內需為特徵的第二波經濟全球化。擴大內需條件下長三角提高對外開放水平意味著産業重心從製造業轉移到服務業，在當地製造業全球化的基礎上推動當地服務業的全球化。新條件下長三角對外開放應瞄準自身的戰略定位，沿著一體化發展思路率先實現現代化，構建長三角創新型經濟發展的支持係統，促進長三角從製造業承接嚮新興産業創新創業轉變，建立以服務業為主的現代産業體係。應當充分認識到，經濟轉型升級的關鍵在於首先啓動現代服務業的發展，隻有率先轉變服務業發展方式纔能有效促進經濟轉型升級這一總體性、思路性觀點。為此，要繼續通過進一步城市化來推動産業轉型升級，促進長三角地區的中，低技術産業從“塊狀經濟”嚮現代産業集群轉變，實現高技術産業的集群化發晨。同時，在體製上，需要對現有的政績考核目標進行修正，通過引入多元化指標，引導政府從單純拉動GDP嚮推動經濟高質量和諧增長這一目標轉變，最終為長三角地區的轉型升級提供製度保障。
