国际金融危机对我国经济发展方式的冲击，要求中国在与世界的再平衡过程中把以出口导向为特征的第一波经济全球化，转变为以扩大内需为特征的第二波经济全球化。扩大内需条件下长三角提高对外开放水平意味着产业重心从制造业转移到服务业，在当地制造业全球化的基础上推动当地服务业的全球化。新条件下长三角对外开放应瞄准自身的战略定位，沿着一体化发展思路率先实现现代化，构建长三角创新型经济发展的支持系统，促进长三角从制造业承接向新兴产业创新创业转变，建立以服务业为主的现代产业体系。应当充分认识到，经济转型升级的关键在于首先启动现代服务业的发展，只有率先转变服务业发展方式才能有效促进经济转型升级这一总体性、思路性观点。为此，要继续通过进一步城市化来推动产业转型升级，促进长三角地区的中，低技术产业从“块状经济”向现代产业集群转变，实现高技术产业的集群化发晨。同时，在体制上，需要对现有的政绩考核目标进行修正，通过引入多元化指标，引导政府从单纯拉动GDP向推动经济高质量和谐增长这一目标转变，最终为长三角地区的转型升级提供制度保障。
