2星。很糟糕的書，但卻是每個研究美國地方政府的人的必讀書。我還是更推薦Chris Berry那樣的研究，有理論、不局限於美國、但又有紮實的關於美國的分析。本書剛好是Chris Berry的反麵。也許唯一值得原諒的一點是本書是1994年寫成的，所以統計分析部分就不噴瞭。
