本書作者柯剋帕特裏剋・塞爾生於紐約州的伊薩卡，業於康奈爾大學，著有《大學生爭取民主社會史》、《加納的國傢與人民》。
本書主要敘述美國南部權勢集團的興起及其對傳統的東部權勢集團的挑戰。作者分析瞭第二次世界大戰結束以後美國南部經濟發展的原因、特徵，以及隨之而崛起的政治勢力
