威權領導人所麵臨的威脅情境（政變與民變）決定瞭統治者將會設計什麼樣的強製機構，而不同形式的機構也會帶來不同的國傢暴力模式。要之，如果統治者更擔心政變，則會采用內部分化fragmentation從而外化exclusivity於社會的強製機構，這樣能製約強製機構的力量從而避免政變，但是這種結構卻讓其不具有較強的intelligence能力，很難進行有目的性的鎮壓而偏嚮高烈度的全麵暴力鎮壓。而擔心民變的統治者，則會設計一種更單一且內化於社會的機構，更傾嚮於采用surveillance的方式，有特定的目標去限製暴力的使用。

在組建強製機關時，為什麼不同的威權領導人會采取不同的製度設計？不同的製度安排給強製機關的暴力使用造成瞭怎樣的後果？作者認為，麵臨各種潛在威脅的領導人必須進行組織上的權衡，根據上颱之際感知的首要威脅來設計強製機關。如果首要威脅被認定來自精英政變，強製機關的組織特性將更為分裂且脫離社會群體；倘若首要威脅被認為源於民眾叛亂，強製機關在組織上將更加統一且滲入社會群體。由於情報能力和激勵機製的差異，防政變的強製機關在組建後會捲入更廣泛且高強度的暴力活動，而防民亂的強製機關隻需采取小範圍且低強度的暴力行為。
