To many Americans then living, the 1780s were a decade of alternating
triumphs and near-disasters: the Treaty of Paris granting independence and
then the subsequent low stature of the United States in world politics; the eco-
nomic dislocation of the immediate postwar period and, later, the gradual re-
covery after 1787; the sorry record of some of the state governments in dealing
with their problems and the success of others; the ineffectiveness of the Con-
federation Congress and the grand achievement of an apparently stable and ef-
fective government under the Constitution of 1787. Few Americans saw how the
union of the thirteen states could have survived the difficulties of the 1790s with-
out the supporting framework of the Constitution. This favorable opinion of the
Constitution and its beneficent influence on American history were reinforced
by the ebullient nationalism of the early nineteenth century. Even the great
failure of the American system of government, the Civil War, defining by force
of arms instead of force of argument the ultimate nature of the Union, showed the
high regard which most Americans had for the Constitution. Neither side would
allow the other to monopolize the supporting influence of its name; both the
North and the South claimed to be fighting on behalf of the "real" Constitution,
the one the men of 1787 had written and not the one that later politicians of the
other side had distorted out of all recognition. This veneration for the Constitu-
tion was not confined to political leaders. Rather, it became part of the com-
monly-accepted version of American history, as this history was first written in
the nineteenth century.
