The author, Aurelia George Mulgan is Associate Professor at the University of New South Wales, Australian Defence Force Academy. She wrote this book while Senior Fellow in the Department of Political and Social Change, Research School of Pacific and Asian Studies, Australian National University in 2002. She is also the author of The Politics of Agriculture in Japan (Routledge 2000) which won the Ohira Memorial Prize in 2001.
In this study, Mulgan analyzes the reasons why, despite broad public support, Japanese Prime Minister Koizumi has not achieved the sweeping economic reforms he first proposed in April of 2001. She explains how Japan's traditional policymaking process has thwarted the Prime Minister's best intentions and contends that revolutionary political change is necessary before Japan's economic recovery can begin.
