頭暈眼花之下看完瞭，然而覺得沒有第一次讀Wendt的時候那種對建構主義心眼一亮的感覺。亮點是對於國傢理論的分析中有更多政治學的成分，Wendt的理論更偏社會學一點

是否代錶瞭English school總體怎麼樣我不敢說，但Bull的思路就是IR裏的維穩邏輯。說社會體係有基本目標，rules & institutions維持秩序，但institutions裏有用的還是balance of power一類。然而又缺少Realism（的一些人）裏對權力的反思。一方麵Bull承認國際法不具有約束力（約束力仍然來自BOP和戰爭的不值得），承認國際體係能夠成立是因為符閤大國利益，其他國傢隻有inertia，甚至承認主權國傢體係反人權；而另一方麵還拼命justify現有國際體係，說秩序是其他價值的前提條件，所以即使其起源再不正義再反人權也要維護。也算是得格勞秀斯的精髓，格勞秀斯有多反動Bull就十倍地反動。
