I like the way the author subdivided and arranged the topic. All the possible contexts, arguments of landlords or chiefs, improvers, tacksmen, peasants, the southern opportunist, intellectuals and the parliament, were presented to the readers. The author obviously drags himself out of the emotional trap of too much empathy to the evicted peasantry.
